First is the opportunity of individuals to test
themselves for abuses they are already involved in and to know what the
results mean.
Suggestions of what might be done may include some or all of the following:
Most bullies do not become criminals, they simply overstep the bounds of acceptability within the confines of a community, be it a school, home or town. However, where policing does not exist in a meaningful way bullies and hooligans learn they can push the limits and get away with it. Everyone loses when such actions occur. Modern technology and patient, observant participation significantly reduces the problem. Our aim is to examine the methods used elsewhere to see what can be done to reduce the problems of boozed up warriors in their vehicles who use them to create a ruckus to vent their frustrations and other pent-up feelings. It is unlikely the majority of offences are being done by locals. Creating a ruckus is to some considered a rite of passage. The problem with that is the property damage they leave behind within the community, and the occasional times when they kill themselves or someone else by losing control.
