The Relevance of Alcohol

The frequency of drinking and driving offences is high in Saskatchewan, more than double in the age group. According to SGI statistics, drivers 24 and under represent 17.9 per cent of all licensed drivers, yet represent 44.2 per cent of all drinking drivers in traffic collisions. Bar patrons who drive home with BAC above .04 adds to the problem. In 1996 SK legislation reduced the BAC to .04 so drinking 3 lite beer makes by far the majority of people legally impaired and subject to 24hr roadside suspensions; .08 is criminal impairment, heavy drinkers have been caught driving with levels of .375 and higher. Awareness of impairment tends to diminish with amount consumed. A dozen beer or a 26er of hard liquor consumed in 1 hour is sufficient to kill many people with BAC levels exceeding .4. Dissipation of alcohol is about .015% per hour.

The provincial government has not found a solution. One solution may be to create a community ordinance to reduce that problem without impinging greatly on legitimate entertainment. We see the main objective of Community Protection is to reduce petty criminal activities within the community, that may require reducing drinking and driving and unacceptable activities associated with drinking to help people do what is responsible, before they impair their sensibilities with alcohol.
